They're tiny grommets! I bought the vest in the vendor room at Innocente Seraphim last summer; one of these days I'm going to use the same sort of grommets-for-embellishment idea on a blazer.

I love the second shot because it looks like you're a very unimpressed Gothic Charm School head mistress about to deliver a (polite and flawlessly worded) disciplinary speech to some misbehaving underlings. ("I do believe that we've had a talk about 'crying eyeliner' and speaking in chat speak before, headstrong young snarkling!")
